Sorting a file with following parameters are not working properly, if the outputfile is specified as VB record format. It works properly, when the Fixed output record format(DCB parameter with FB format).
SORT FIELDS=(41,36,CH,A,163,3,PD,A)
SUM FIELDS=NONE
INCLUDE COND=(144,06,EQ,C'DDDFFF'),
FORMAT=CH
OUTFIL FNAMES=SORTOUT,OUTREC=(206,32000)
Following is the error. This is a Microfocus sort utility(similar to IBM).
SORT216I Record type is V - Data starts at position 5
You specified variable organisation for a file and also a start position in the FIELDS instruction before position 5.

Your message tells you exactly what is wrong - the data starts in column 5 for VB records but you have specified a column before that column. OK - in the staements you posted I do not see any fields starting in columns 1-4 so either you have posted the wrong message or the wrong statements. In any case: with VB files/data sets there are 4 bytes of control information at the start of the record so if yo think your data starts at column 1 then it actually starts at column 5 and you have to account for this in your control statements.

Output record starts from 204 which is Ok.

Right. You are creatng a variable length record but you are not allocating the 4 bytes for the control data (you do not have to specify the control data, just provide space for it). You need your sortput record to be (1,4,5---). Sorry, I am not a sort expert so I do not know the exact format or even if you can do it as you have specified - maybe BUILD is a better option.
