In order to construct the request for a POST API call I need to retrieve a local json.

Your path needs to be an URL that serves the file. You cannot just load a file from JavaScript by simply using its relative path.
Have you tried a simple :
var json = require('./create.json');
You could also try using the FileReader API to read directly from your browser.
Here's an example for an image :
var file = fileInput.files[0];
var imageType = /image.*/;
if (file.type.match(imageType))
var reader = new FileReader();
reader.onload = function(e)
fileDisplayArea.innerHTML = "";
// Create a new image.
var img = new Image();
// Set the img src property using the data URL.
img.src = reader.result;
// Add the image to the page.
fileDisplayArea.appendChild(img);
reader.readAsDataURL(file);
else
fileDisplayArea.innerHTML = "File not supported!";
