I want to create a scaled cube handle (scaled 5 times in z for example) that I can drag in only z axis and get its z position, so I can change my game stuff using it. Looking at Handles API page I have not seen a way to create a single cube that I can drag in only one direction. How can I implement that?

If you made scale a property you could check it is being scaled only on the z axis and have it ignore anything else
